Evaluation Manual

The Evaluation Manual provides - in a single document - the "ground rules" or guidelines for the evaluation of proposals for European Community funded projects, taking the basic principles of quality, transparency, equality of treatment, impartiality, and efficiency and speed into consideration. It describes the basic procedures that will be followed by all the programmes under the Fifth Framework Programme of the European Community and the European Atomic Energy Community, indicating any particular procedures that will be used in specific cases or under particular circumstances.

The main text of the manual along with annexes A to G describes the processes and the rules that apply to all programmes. Each individual programme also has its own annex (annexes H to N). These contain any special rules or procedures as well as any particular interpretations of the evaluation criteria, weightings of the criteria and threshold marks applying only to that particular programme. As these programme-specific annexes are regularly updated, proposers are advised to consult the annex for the programme they are applying to before sending in a proposal.
